INTRODUCTION <br />The North R-34 Pit, located approximately 2.5 miles northwest of the town of Montrose Colorado in <br />Montrose County, was initially permitted and mined in 1996 by Western Gravel, Inc. The Colorado <br />Mined Land Reclamation Division (now Division of Reclamation, Mining and Safety) assigned <br />permit # M-96-008 to the site and approved it in July, 1996. A special use permit was also granted by <br />Montrose County at that time. The site was initially permitted as a 112 permit comprised of 37.41 <br />acres, which were to be mined primarily below water table on private land immediately north of La <br />Salle Road and west of the Uncompaghre River. The bond was set at $16,393. A one lane rail flatcaz <br />bridge over the Uncompaghre River was installed as part of this permit to allow access from the pit to <br />the existing processing operations of Western Gravel, Inc. on the east side of the River. <br />Mining occurred on approximately 2.7 acres of area in Phase 1 from 1996 to 2002. Mining was <br />accomplished by excavator loading wet gravel from the pit to the bank. Although the original permit <br />states that draglines will be used to mine the material with assistance from dozers and loaders, this is <br />not practical, therefore, Western Gravel desires to change the mining method from draglines to dozers <br />and loaders. Since this equipment will be operating in the pit, pit pumping will be needed. For this <br />reason, an amendment in December of 2006 is applied for to the CDMG for this change. There is no <br />change to the mining azea, the permit boundary or the access. No change to the Montrose County <br />Special Use permit is needed since there is no change in the permit area. <br />A combined Storm water /Process water NPDES permit is also needed to discharge from the pit.
