MANAGEMENT <br />Since you are an adjacent resident or landowner to the proposed Bowie No. 2 mine, I <br />would like to update you on the status of the project. We spent 1995 performing extensive <br />environmental monitoring at the site. The existing vegetation was sampled and cataloged. <br />Topsoil was sampled and analyzed. Surface and ground water was measured and <br />characterized. The cultural resources located on the site were recorded. An application <br />for a State mining permit was submitted in February 1996. After over one year of <br />negotiations and clarifications to the permit application, the State should issue Bowie <br />Resources Limited a mining permit by the end of the month. <br />We expect to begin site preparation during April. The process will involve the construction <br />of the sediment ponds, necessary clearing of vegetation and site construction. The site <br />construction entails stripping and stockpiling topsoil and approximately two miles of road <br />construction. The road will access the coal outcrop area. Benches will be constructed at <br />the outcrop area so offices, shops, coal stockpiles, crushing facilities and coal conveyors <br />can be erected. The site construction will require a certain amount of blasting to break up <br />the sandstone boulders that are prevalent in the area. Other more extensive blasting may <br />be required in isolated areas but is not expected. <br />Blasting control techniques, such as timing of the delays to limit the pounds of explosive <br />detonated and blasting mats to limit any flyrock, can be used in the area close to old State <br />Highway 133 if necessary. Seismic vibration and air blast monitors can also be used to <br />record blasting events and ensure compliance with the blasting regulations. However, <br />because of the projected location of blasting, such monitors and controls will probably not <br />be required.
