Page 4
October 5, 1989
Schedule for corrective actions
Snyder Quarry
Fred Banta
b: Tree planting cannot be done until April or May of
1990 without taking a risk of a total failure. Unless the
trees have time to establish a root system in the existing
soils, the risk of almost a total loss of all the planting
is very high. That is why young trees should not be fall.
planted. This is beside the fact that the Colorado State
Forest Service does not make trees available until April or
May.
We feel strongly that to rush this work simply to meet some
deadlines which were established, in our opinion, without.
fully reflecting on the dimensions of the project is simt~ly
unreasonable and would result in a shoddy job. We believe
it would be better to take longer and do it correctly them
to rush forward and possibly make mistakes. Furthermore, we
are confident that when you see the corrective action plein
and the dimensions of the project you will see why
completion of these corrective actions cannot humanly be
done in a matter of a week or two of steady work.
Thank you for your kind consideration. If you wish to
discuss this matter further, please call.
Respectfully,
~~~ ~i~ / ,
Mark A. Heffner
cc: Gordon Morgan
Scott Briggs
