DEC 05 '96 10~57RM PERBODY WSTN SENECR MINE P.1 Seneca Coal Com Ms. Erica Crosby Division of Minerals and Geology 1313 Sherman street, Room 215 Denver, CO 80203.3273 December 5, 1996 RS: Seaeca II.1P Dins Permit C•83.057, NOv C-95.033 Dear Ms. Crosby: This correspondence is a request for an extension of time for the abatatnerit of NOV C•95-023 to the Seneca Z2•W Mina Permit C-82-057. The current abatement deadline for this NOV is Monday, aecember 9th. Seneca has initiated the field implementation of the abatement plans approved in Technical Revision No. 25. We have removed the topsoil over the area which seeds to be regraded. Seneca still needs to get the final slope back to a 3:1, replace the topsoil and revegetate the redisturbed acreage. Also some additional drainage work needs to be redone. Because o£ the weather and ground conditions over the last two months this work has not been able to progress a8 anticipated. The ground has been wet and very muddy and detrimental work has occurred each time we have had a bulldozer start cutting this slope flown. Mobile equipment operator safety on this slope is also a concern at the present time. Unfortunately, the window for topsoil replacement and revegetation activities has passed us. To complete the entire abatement plans will take us into the spring of 1997 when all snowmelt has taken place. I am asking for a 90•day extension of the current deadline to March 9th.
