Gunnison Na. 1 Underground Mine.
Oear Mr. Holbrook:
Attached is a copy of our ,August 9, 1984, memo regarding stipulations we
reeommended for Nast Elk Coal Company's subsidence mnnltoring network.
We hove noted in the proposed revision a provision which was not covered
1n West Elk's lntttal proposal Lo us. This provision calls for 4 ft. by
4 ft. white plywood targets to he placed over each monitoring station.
My estimate is that approximately 90 of these will he needed. We are
concerned xith visual impacts of this added use; but since we are unable
to address these impacts on the ground during winter months, it is
difficult to Judge how significant they are. I have discussed these
concerns with Rocky Bowman of ARCO, and we have agreed to submit the
following recommendation:
A. Investigate visual Impacts in the spring of 1985.
A. 1. If visual impacts are judged by the forest Service to be
insignificant. nothing further will be required.
A. 2. If visual impacts are judged by the FaresL Service to be
significant, a stipulation will be added to the permit
requiring that the panels be turned so that the neutral,,,
(brown) color faces up during non-snow covered periods
(from June - October 15) except during specific times
when subsidence measurements are being made.
We would also recommend that the following 9tlpulation be added:
A11 subsidence markers ertd panels will be removed at the conclusion of
the project. ientetive plans call tar this to occur in 1969; therefore
fsaaoo-~,a~am
