Postpone this hearing until floodplain studies are complete on <br /> South Boulder Creek <br /> 2 . Don't accept the amendment to the reclamation plan <br /> 3 . Don't accept the berm as part of the reclamation plan <br /> 4. Ask mining operator to apply to come out of the floodplain and <br /> hold proper hearings <br /> 5 . Let the reclamation plan be based on the master floodplain <br /> studies and the historic floodplain. <br /> STATEMENTS: <br /> I . Discussion of the Historic Floodplain. (See Exhibits 1, 2, 7, 8 ) <br /> I would like to compare historic and legal maps prior to mining <br /> with those made during mining with a berm. <br /> Exhibit 7 and 8 show for historic purposes the 1968 Wright- <br /> McLaughlin study indicating the 100 year floodplain and its <br /> probable limits. Shows width of creek and that it doesn't go into <br /> the neighborhoods. (Indicate where neighborhoods are on map. ) <br /> These maps are for historic purposes compatible with the 1979 legal <br /> FEMA floodplain map (Exhibit 1) . This map was done prior to <br /> mining. Shows width of creek and that it doesn't go into the <br /> neighborhoods. <br /> By looking at the 1979 map, you can see that prior to mining that <br /> there was no indication that the neighborhoods were in the <br /> floodplain. <br /> The 1988 legal FEMA map (Exhibit 2) was done during mining and <br /> after construction of the berm. You can see how the shape of South <br /> Boulder Creek changed and how the flows now go around the left of <br /> the berm and toward the neighborhoods. <br /> By looking at the 1988 map, you see that the mining operator is out <br /> of the floodplain and the neighborhoods are poised to receive flood <br /> waters. The study was not complete in that it was limited as to <br /> not map the neighborhoods. The map indicates that they limited <br /> the details of the study. <br /> When the 1968 and 1979 studies were done the road (Highway 36 ) was <br /> already in place and there weren't any crash barriers. When the <br /> 1988 map was compiled, there still weren't any crash barriers in <br /> place. Therefore, all road conditions were the same and the only <br />
