After evaluation and consideration of exploration data <br />at the OVM site and safety and economic feasibility analyses to determine the <br />best access location, CWI has designed, with the assistance of Golder Associates <br />of Golden, Colorado, rock slope portals and entries below the fire damaged OVM <br />to intersect with the First West Mains being developed from the Orchard Valley <br />West Mine. <br />This technical revision application addresses the construction of the rock slope <br />portals and entries, as well as rock fills to be constructed from development <br />rock. Two or three portals and entries would be driven utilizing drilling and <br />blasting methods, a road header rock miner or a combination of the two methods. <br />As the portals and rock fills would be constructed on previously disturbed <br />areas, no revisions to the drainage, topsoil, vegetation, reclamation or final <br />reclaimed configuration plans are needed. The portal and parking lot levels <br />would be backfilled per approved reclaimed configuration designs and would, in <br />fact, reduce the amount of reclamation upon final abandonment. <br />The rock slopes technical revision application is contained in one volume, di- <br />vided into four sections - Application Form, Text, Attachments and Maps. The <br />Text portion lists each part of the Colorado Mined Land Reclamation Board Regu- <br />lations and discusses any changes or additions to the text in the existing ap- <br />proved permit applicable to the rock slopes construction. Upon approval of the <br />technical revision and before the end of the required public notice period, re- <br />vised pages for the existing permit would be submitted to the Division. The At- <br />tachments Section contains supplemental information such as laboratory analyses, <br />appurtenant correspondence, reclamation cost calculations, etc. referenced i'n <br />the text. The Maps Section contains all revised maps, drawings and designs. <br />C41I plans to begin construction of the rock slopes on June 15, 1987. Recently ~ <br />though, CWI has been experiencing problems with coal quality in the Orchard Val- <br />ley West Mine. Quality is projected to improve as the South III Submain is ad- <br />vanced north, but should the problem persist, creating continued difficulty in <br /> <br />;.~ <br />~~ <br />
