• ~iiiiiiiiiiiiiiii iii •
Loukonen Brothers Stone
Beech Hill Quarry
M-81-277
Consideration of a possible notice of violation, cease & desist order, corrective actions and civil
penalties for mining without a permit, pursuant to the requirements of C.R.S. 34-32.5-109, or
failure to protect areas outside the affected land from damage occurring during the mining
operation, pursuant [o the requirement of C.R.S. 34-32.51 16(4)(i).
• Beech Hill Quarry is located one mile north of Lyons in Boulder County. 1 10 permit was
issued to Loukonen Brothers Stone in 1981. In 1994 the Division approved a permit
amendment increasing the permit area to 9.9 acres.
An inspection was conducted by the Division on November 11, 1998. Eight (8) quarries make
up the 9.9-acre permit area. Permit boundaries could not be located at each separate quarry.
Operator was required to post permit boundary markers as required by Rule 3.1.12.
DMG conducted afollow-up inspection on March I, 1999. Markers were posted for the
proposed location of the l 12-conversion application (not yet submitted to DMG). The
Division surveyed the site using the Trimble GeoExplorer II Global Positioning System
(GPS). The affected boundary of each quarry was traversed and the data was stored in the
GPS. The data was downloaded into the Pathfinder Office software and was differentially
corrected to reduce errors. The collected data indicate that the Beach Hill Quarries are
collectively 13.7 acres in size, roughly 3.8 acres over the permitted area (see attached map).
Markers noted on [he map were the proposed quarry expansion area. The GeoExplorer 11 has
a 2-5 meter level of accuracy.
• fides
• Recommendation & Corrective Actions: (refer to presentation form)
