I~
' 13
' 1 shaky safety belts, frankly.
2 I would quote from a recent report on
'
3 this type of liner in Civil Engineering Magazine in
4 1989 -- April '89 -- which said when density alone
5 was considered, none of these tests, a variety of
6 the tests performed, accurately predicted how well
7 the liner would perform.
' 8 But, in fact, the standard proposed in
9 the permit is compaction to -- I believe it's 95
1o percent proctor maximum density, a fairly standard
' 11 way of looking at these things, but one which is not
12 a safe predictor of impermeability in that treated
13 subsoil.
14 They have not proposed putting any
' 15 additives into the soil. This would be <another way
16 to increase the safety level of that, working in a
17 bentonite fraction into that. But as I z^ead the
18 project proposal, it does not include an}~~ of that.
19 So we are really left with a compacted soil layer
' 20 and a single layer of synthetic membrane.
21 Does this create a public risk? well,
' i
22 I th
nk there are a number of factors yoL~ should
' 23 consider.
24 Earlier this year the Division staff
25 stated that in the heap and pond area, which is
AGREN, BLANDO & BILLINGS
