Minutest <br /> February 20, 1980 <br /> Page Five <br /> ^�rEIV€f� <br /> Docket -'AR-J" - South Boulder Creek <br /> Steph Hanson made the staff presentation of this application which is <br /> 'JUIV 131997 <br /> a request for approval of a special permit for construction of an em- <br /> bankment and channel in the floodplain in the Rural Residential (RR) a..,,. , ,vunerals&Geolk, <br /> Zoning District. He pointed out the site on the location maps and <br /> explained that this request is to provide 100-year flood protection for <br /> possible extraction of sand and gravel reserves and to control the flow <br /> of the 100-year flood and to minimize any impact to the flood discharge. <br /> Mr. Hanson stated that if it is contemplated that the land will be <br /> developed for other uses, it should be understood that the County is <br /> not approving the dike as a means of removing the property from the <br /> South Boulder Creek floodplain. In conclusion, Mr. Hanson stated that <br /> the City of Boulder recommended conditional approval and the staff <br /> recommended approval of this docket to the Planning Commission with <br /> conditions as stated in staff's memorandum. <br /> Ed McDowell , 4862 Kellogg and representative of Flatiron Sand & Gravel <br /> Company discussed the background history of this property and answered <br /> questions posed by the Planning Commission. <br /> Mrs. Stoecker opened the hearing to the public. <br /> Martha Weiser, 4020 N. 75th, suggested that the Planning Commission table <br /> this request until more information could be had concerning the future <br /> of this and concerning the anomalous situation about what the land's <br /> category is , should it not be purchased. <br /> Mrs. Stoecker closed the public hearing. <br /> There followed discussion between board and staff members. y/I-,, <br /> MOTION BY KLEMME TO REVISE CONDITION #2 TO READ "IF THE AREA PROTECTED <br /> BY THE DIKE IS TO BE CONSIDERED FOR REMOVAL FROM THE FLOODPLAIN IN THE Cv <br /> FUTURE THE APPLICANT WOULD BE RESPONSIBLE FOR MODIFYING THE PROPOSED OR <br /> CONSTRUCTED DIKE TO MEET THE REQUIREMENTS FOLLOWING THE CORPS OF ENGINEERS <br /> STUDY." AND TO ADD TO THAT A CONDITION #4, " HIT IT IS UNDE AT <br /> THE GRANTING OF THIS SPECIAL USE REV EW IS IN NO WAY INTENDED TO PREJUDGE <br /> WHAT WOULD BE THE APPROPRIATE LONG-TERM END USE OF THIS PARCEL OF GROUND"; <br /> SECONDED BY HAWKINS. . <br /> MOTION CARRIED UNANIMOUSLY. <br /> MOTION BY HAWKINS TO APPROVAL DOCKET AR-79-4 WITH CONDITIONS AS STATED <br /> BY STAFF AND AMENDED BY THE PLANNING COMMISSION; SECONDED BY KLEMME. <br /> MOTION CARRIED UNANIMOUSLY. <br /> There was a five minute break. <br /> Docket #SD-77-16 - Cottonwood Hills Subdivision <br /> Gary Goodell made the staff presentation of this application which is a <br /> request for approval of a subdivision preliminary plan. He stated that <br /> the .sketch plan for this application was conditionally approved by the <br /> Board of County Commissioners on February 26, 1979 and that the application <br /> was grandfathered at the time of sketch plan approval .
