~: <br />Seriousness <br />If the design event had occurred during the period o:E noncompliance <br />the following results may have occurred: <br />As a result of the culvert being fully clogged: <br />1) Water would have flooded the coal storage area probably <br />draining back into the ditch, carrying some coal and <br />sediment with it, possibly threatening the ability of the <br />ditch to pass the desired flow <br />2) And/or breached from the coal storage area an~9 into the <br />topsoil SAE to the south were it may or may not have been <br />retained. <br />As a result of the blocked ditch, it is very likely the water would <br />have been released north of the topsoil SAE. <br />Shawn Smith and Janet Binns accompanied me on the 7-17-92 and <br />8-26-92 inspections, respectively. <br />
