MITIGATION PROCEDURES

Those portions of the haul roads within Somerset which are not paved
will be chemically stabilized and watered to control dust. A truck
"bump" will be built just before (i.e., north and east of) the rail road
crossing on the truck haul road. This truck bump will be designed to
shake the residual dirt/coal from the tires of the truck prior to exiting
onto the main highway.
Through proper loading of the coal into the truck (i.e., not over-
loading) coal falling from the bed of the truck can be controlled. A
truck ramp that places the trucks closer to the loading chute has already
been installed; this prevents the overloading of the trucks. In
addition, an operator training program will be established to insure the
truck loading operator is properly instructed in the correct loading
procedures. ~^
TRAIN LOAD-OUT FACILITY
The train load-out facility consists of an 8,500 ton silo. The silo
is loaded from a conveyor belt connected to the crusher and surge pile.
The belt unloads the coal into the top of the silo which then free falls
to the current coal level. The train pulls through the silo, which is
walled on two sides, where the coal is dropped by chute into the open
cars.
Two sources of fugitive dust emissions from the silo were identified.
The conveyor belt feeding the silo is located at the top of the structure
inside a closed cupola. The source of dust from this operation comes
from the open gap between the top of the silo and the cupola. During the
silo filling process, the dust can escape to the atmosphere through this
opening.
The second source of dust would be from the train loading process.
As the coal is gravity fed into the train cars, dust is generated. Even
though the train loading is inside the silo, the two ends of the silo are
open for train passage.
MITIGATION PROCEDURES
This open area between the top of the silo and the cupola has already
been covered to prevent the release of dust from this potential source.
The train loading chute is a telescoping chute which lowers into the
train car prior to loading. The chute is gradually lifted as the car
fills. It is felt that this device is sufficient to control dust
emissions from this source.
2
