Exhibit G -Water Information <br />26. What is the elevation of the water table in the azea of mining cuts 3 - 18? Given the information reported in <br />Table G-1 and the fact that Holcim proposes to divert and mine a portion of the channel in this azea, even <br />shallower ground water expressing itself as surface water can be anticipated. How does Holcim plan to address <br />the wafer which will more than Likely be impounded at Power elevations, during mining and reclamation? <br />27. In accordance with Rule 6 Section 4.7(2)(c), submit a brief statement or plan showing how water from runoff <br />from disturbed azeas, piled material and operating surfaces wID be managed to protect against pollution of either <br />surface or groundwater and, where applicable, control pollution in a manner that is consistent with water quality <br />dischazge permits during and afrer the operation. <br />28. Has Holcim applied for or acquired a National Pollutant Discharge Elimination System (NPDES) permit from <br />the Water Quality Control Division of the Colorado Department of Health and Environment for dischazges to <br />Beaz Creek or the Arkansas River that may result from the mining operations in the Beaz Creek drainage mining <br />area? <br />29. In reviewing a Department of the Army Evaluation and Decision Document regarding your application for a <br />404 pertrut [o relocate Beaz Creek, it was noticed that Holcim may have plans to pump water from the Beaz <br />Creek mine azea and return i[ to the Arkansas River. We assume that the water would be returned via lower <br />Beaz Creek. This is water that currently enters Beaz Creek (between one and two cubic feet per second) in the <br />middle and lower sections of the channel and seeps into the mine azea. Please provide a thorough discussion of <br />the hydrologic impacts that mining the Bear Creek drainage azea will have on the water that presently seeps into <br />Beaz Creek in the that azea. Include in your discussion whether this water wiB become groundwater when <br />backfilling of mined azeas occurs If it will become groundwater, which the Division assumes it will,-address <br />this exhibit for sections 4.7(2)(b) sad (c) and 4.7{5). Pumping groundwater most likely would require a permit <br />from the State Engineers Office. Please check with that office to determine whether one is required and address <br />the need in this exhibit and in Exhibit M. Also, dischazging pumped water to lower Beaz Creek or [o [he <br />Arkansas River would most likely result in a requirement for changes to your NPEDS permit. Address such a <br />requirement in this exhibit and in Exhibit M. <br />30. The Office of the State Engineer, Division of Water Resources provided the following comment regazding the <br />diversion of Bear Creek. "The applicant has listed that up to 0.25 cfs of water will be diverted from Beaz Creek <br />for the creation of a wetlands. Diversion of water in over appropriated azeas, such as this, requires a plan for <br />augmentation or substitute water supply plan." Please contact the Division of Water Resources, Division 2 <br />Office and inquire about the need for an augmentation plan or substitute water supply plan. If either is needed, <br />provide that information in this exhibit as well as Exhibit M. <br />31. Your application includes plans to divert Beaz Creek. Our engineer has conducted an initial review of those <br />plans and needs more information to complete his review. Please address his questions and requests in the <br />following list. <br />a. The operator should submit a compaction plan for the fill sections and berm segments of the re-alignment. <br />Also, lifr thickness information should be included. <br />b. How does the operator plan to key-in the layers of material in the fill and berm azeas? <br />c. Describe how the clay-lined portion of the channel will be constructed (lift thickness, compaction method, <br />etc). <br />
