Gabos <br />County Engineer <br />~~,,,~ f~ ~~~r <br />~~~ ~~„+ <br />Routt County is reQuesting a Technical Revision from the Division of Minerals and Geology (DMG) for placing a <br />temporary asphalt plant in the Funk-Hooker Gravel Pit, Mine ID# M-1979-058./ <br />If County projects exhibit a need for asphalt, a plant could be placed at the Funk-Hooker pit for that use. The <br />temporary status of the plant would be project specific and will enable more competitive pricing for asphalt in the r -~1,± <br />area. The possibility of having an asphalt plant in the pit area everyyear is unlikely. Budgetary constraints in the ~ ~. <br />County will only allow for major asphalt projects on an as-needed basis. The County still must bid the asphalt. ~`; <br />The case could arise that a lower bidder, not intending to patch out of the Funk-Hooker Pit, could receive the <br />award and the plant could not come to pass. <br />Due to the location of the Funk-Hooker pit, ground and surface water is almost non-existent. The water table is <br />located far from the pit site. Routt County currently has a sediment pond for the use of stormwater runoff <br />containment and will be using this for the asphalt plant as well. A CDPHE stormwater Construction Permit <br />(COG-501264) has been obtained and will be applied to this operation also. Routt County shall notify the <br />Division of Minerals and Geology (DMG) of a reportable spill within the mined land permit area using the same <br />timeframe reQuired by the permit, license, notice, statute, rule or regulation governing the reporting of the spill <br />to other appropriate agencies. An inspector appointed by Routt County will be scheduling inspections, checking <br />for leaks and ensuring onsite procedures are being followed. <br />The date this revision would begin is )une I, 2004.
