In doing aa, they did not direct <br />the drainage from area inside from the berm to the waste or the 70 <br />foot wide bench drainage arse to the mouth of the l00 year diversion <br />on the aoutheaetern end of the waste pile. This Le an oversight on <br />the companye behalf to grade the tail of the berm and hench drainage <br />to the 100 year diversion ~uat below the main topsoil stockpile fnr <br />the area. <br />The second drainage control problem was noted when Hr. Clayton end <br />myself went back out to the new waste pile bench to measure the Flops <br />of the area. I overlooked it earlier in the inspection when the' <br />company official end Nee Aegay were nn the site. While she was <br />working on their mineaite report, Mr. Clayton end i decided to Ro <br />beck out to the active workings on the vaste pile to survey it for <br />grade. Earlier estimates were limited to visual observation so the <br />decision was made to check the elope of the waste bench with an ahney <br />level and clinometer. Ae we entered the waste hench off o£ the haul <br />road, runoff was noted croeain the road from the interior bar ditch <br />of the road onto the waste. FurtheY Invest gatlon revealed that the <br />ditch in that area was rozen and/or filled with sediment causing it <br />to overflow and run acroae the road instead of going on down to a <br />culvert underpass Into the 100 year diversion along the perimeter of <br />the waste pile. I was told by company officials that the interior <br />bar ditch of that haul road is the l0~ year diversion for the <br />drainage above the road. It intercepted drainage from shove as well <br />es road runoff. The portion of the ditch that was plugged appeared <br />as though tt wee not graded properly thus allowl.n¢ runoff to settle' <br />tnetead of being carried through to the culvert and nn to the ln0 <br />year dive re ion. It was hard to verify that because of en ow cover and <br />the north facing elope which reduced melt to a minimum in that area. <br />The Sylvestor Gulch road runoff going into the active waste disposal <br />area was caused by afternoon melt and their failure to grade the road <br />properly. Road maintenance Crews grade the road nn a regular basis <br />6ecauee iC is access for one of the exhaust fans fnr the mine. Snow <br />is pushed to the aide of the road surface but not into the bar ditch. <br />The intent there i assume is not to fill in the ditch. This <br />however, causes snow accumulation on the road which in turn melts and <br />runs down tracks caused from vehicles entering the area. The her <br />ditch drainage on both sides of the road !e directed into the Inn <br />year diversion around the lower perimeter of the pile. There was some <br />comment about the road Heing graded with a alight incline towards one <br />or Che other dltchee but that vas not apparent during the..inepection. <br />Old plans for the road that have since been revised celled fnr a <br />water bar on the road to prevent some of the flow that wee <br />occurring. <br />It was difficult to fully evaluate the amount of drainage directed <br />loco the pile that was Sn violation 6ecauee of alternating freexe- <br />thew cycles encountered on tl~e mine during the inspection.
