February 19, 1993
NOV C-93-006
Page 2
gTEP 2: A report format for the Subeidenoa Monitoring Reports
needs to be designed for the six-month and year-end report, in
order to Fulfill this abatement step. Referencing stipulation
17, "This report format should recognize the importance oP
continual update of subsidence data interpretation, monitoring
o! ground water levels and spring flows, monitoring of mina
inllow, and subsurlaae ground conditions which cou18 ba
correlated to ^ubsidence prediction." (In earlier
correspondence botwean the Division and MCC, during the 1991
(92) Permit Renewal, the Division determined that this
stipulation could be terminated becaue• it ha8 been
incorporated into the permit application. IIpon Further review
by the Division, it was noted that this stipulation contained
two parts. The First port, which required MCC to submit
reports of its eubaidence monitoring program on a semi-annual
basis ha^ been complied with ns stated previously; however,
the second part requires submittal of a revised report format,
which has not been complied with. 81nce, the second part has
not been complied with, the stipulation was not terminated.)
Corresponding with Stipulation 17, MCC should Consider, at
least, providing the information required in STEP 3, below, as
part o! MCC~e year-end submittal. The mid-year submittal
could inolude a portion o! this information.
STEP 1: As mentioned previously, the Division did receive a
6ubsidenae Monitoring Report on January 19, 199]. 61nce it
hoe been one-and-a-half years since the Division hne had the
opportunity to review MCC~s subsidence data, the following
information must be submitted in order to abate sTEP ]:
1. A summary o! surveying techniques and monitoring schedule.
]. The elevation difference between the current survey and
the last survey.
3. A comparison of predictions versus actual data.
4. A topography map with thn subsidence monuments for the
F-seem and 8-seam olearly identified, as well as the bench
mark monuments !or each subsidence monitoring network.
5. Amine plan map which shows where mining hoe occurred
since the last survey and where mining will occur until
the next survey is completed. This map should be the name
aaala as trio map requested in ~4 above, so that the two
maps can be superimposed.
6. A summary of the subsidence results to date.
