February 19, 1993 <br />NOV C-93-006 <br />Page 2 <br />gTEP 2: A report format for the Subeidenoa Monitoring Reports <br />needs to be designed for the six-month and year-end report, in <br />order to Fulfill this abatement step. Referencing stipulation <br />17, "This report format should recognize the importance oP <br />continual update of subsidence data interpretation, monitoring <br />o! ground water levels and spring flows, monitoring of mina <br />inllow, and subsurlaae ground conditions which cou18 ba <br />correlated to ^ubsidence prediction." (In earlier <br />correspondence botwean the Division and MCC, during the 1991 <br />(92) Permit Renewal, the Division determined that this <br />stipulation could be terminated becaue• it ha8 been <br />incorporated into the permit application. IIpon Further review <br />by the Division, it was noted that this stipulation contained <br />two parts. The First port, which required MCC to submit <br />reports of its eubaidence monitoring program on a semi-annual <br />basis ha^ been complied with ns stated previously; however, <br />the second part requires submittal of a revised report format, <br />which has not been complied with. 81nce, the second part has <br />not been complied with, the stipulation was not terminated.) <br />Corresponding with Stipulation 17, MCC should Consider, at <br />least, providing the information required in STEP 3, below, as <br />part o! MCC~e year-end submittal. The mid-year submittal <br />could inolude a portion o! this information. <br />STEP 1: As mentioned previously, the Division did receive a <br />6ubsidenae Monitoring Report on January 19, 199]. 61nce it <br />hoe been one-and-a-half years since the Division hne had the <br />opportunity to review MCC~s subsidence data, the following <br />information must be submitted in order to abate sTEP ]: <br />1. A summary o! surveying techniques and monitoring schedule. <br />]. The elevation difference between the current survey and <br />the last survey. <br />3. A comparison of predictions versus actual data. <br />4. A topography map with thn subsidence monuments for the <br />F-seem and 8-seam olearly identified, as well as the bench <br />mark monuments !or each subsidence monitoring network. <br />5. Amine plan map which shows where mining hoe occurred <br />since the last survey and where mining will occur until <br />the next survey is completed. This map should be the name <br />aaala as trio map requested in ~4 above, so that the two <br />maps can be superimposed. <br />6. A summary of the subsidence results to date. <br />
