NOV C-92-035: RDJUESP FOR EXTENSION OF ABATII+IESfP DATE <br />Dear Mr. Shuey: <br />Cyprus Orchard Valley Coal Corporation (~VCC) respectfully requests an extension <br />to the abatement date of January 15, 1993 set for NOV C-92-035. Steps necessary <br />to abate NOV C-92-035 include the following: 1) Clean coal fines off of stored <br />topsoil while disturbing the topsoil as little as possible; 2) Initiate <br />mechanical or procedural measures to el~m;nate coal dust problems at OVWM; and <br />3) Commit to monitoring the correctional measures taken to determine their <br />effectiveness. <br />OOVCC has undertaken both mechanical and procedural measures to address the coal <br />dust problem at the Orchard Valley West Mine. Mechanical measures have been <br />initiated to establish a 7'x 110' chain-link fence between the coal stockpile and <br />the topsoiled slope in question. The chain-link fence will be constructed with <br />slats installed in the fence fabric. It is intended to act as a wind screen to <br />prevent coal fines from being transported to the slope. Construction of the fence <br />is scheduled for co~letion January 15, 1993. <br />Operations personnel have been instructed regarding procedural measures to <br />utilize to minimize the coal dust problem. These measures include conducting <br />loadout operations to maintain the maximun workable clearance between the coal <br />stockpile and the topsoil'd slope, limiting loadout operations to the most <br />distant side of the coal stockpile to the maxi-mime extent possible, and routinely <br />eximining the spray-bar system in the crushing and screening unit to verify <br />proper operation. <br />OOVCC hereby commits to monitoring the correctional measures being implemented <br />to determine their effectiveness. In the event coal fines continue to accwmilate <br />in appreciable quantities potentially affecting the topsoil's ability to support <br />plant growth, ~VCC will, with Division concurrence, initiate steps to salvage <br />and relocate the affected topsoil to a site not subject to coal dust <br />acclmiulations. OOVCC further commits to promptly remadiate any coal fines <br />accwnulations which may develop in the interim. <br />
