Greg E. Walther
P.Q. BOX 529 Executive Director

Lyons, CO 80540 Ronald W. Cattany
~ ~ Division Director
RE: Reclamation Cost Estimate; Disposal of Concrete,
Lyons Quarry, Permit No. M--1977-208
Deaz Mr. Mossberg,
The Division recently spoke with Danelle Volpe of Banks and Gesso regarding the reclamation cost
estimate for the Lyons Quarry, Permit No. M-1977-208. The conversation.discassed reclamation
costs and requirements for the disposal of concrete on site. The letter sent to you on April 2, 2003
addressed disposal for all structures at the CEMEX site (including concrete, steel, etc.:). If
CEMEX proposes to only dispose of concrete on site, then the Division would not require extensive
testing of material or lining of the pit. The cost associated with the landfilling of concrete is
enormous, especially for a site of this maggitude. If CEMEX only proposes to back&11 concrete on
site, the following criteria will need to be met:
1. A technical revision to the permit must be submitted within 60-days of posting of the financial
warranty.
2. A description of the disposal site(s) and their proximity and relationship to ground and surface
water. A description of any ground and surface water protection measure to be installed. such as
landfill liners, covers, diversion ditches, or temporary storm water controls (if needed).
A description of the debris to be disposed on site, and a description of the types of material to be
hauled to a landfill.
4. Provide an estimate of the volume of debris to be landfilled.
5. Provide a brief discussion of the hazazdous materials that may be encountered during plant
demolition and how they will be managed and disposed.
6. Provide a plan describing how debris will be placed and stabilized in disposal cells to prevent
voids and settlement.
