R~chartl D. Lamm
Governor
DEPARTMENT OF NATURAL RESOURCES
David H. Getches, Executive Director
MINED LAND RECLAMATION DI\
DAVID C. SNELTON, Dlreetor
DATE: June 14, 1985
T0: Jeff Deckler
FROM: Candy Thompson
RE: Wyoming Fuels Technical Revisions to Modify Ponds
006 and 007 - Adequacy Comments
The following are adequacy issues I have identified:
1. Maps must be submitted showing the revised drainage plan with
locations of sub-drainage areas used to determine sediment yield;
2. Input used to derive the volume and peak flow resulting from the 10
year, 24 hour event must be submitted;
• 3. The emergency spillways must be capable of passing the 25 year, 24
hour peak flow as required by Rule 4.05.6(3)(d);
4. Stage-storage curves should be submitted for pond 006;
5. Elevations of all discharge structures including dewatering
orifices must be submitted;
6. Sewage treatment plant water inflow into pond 007 can not be
approved unless the volume of discharge is known and the pond
appropriately sized;
7. Pond 006 is not now large enough to handle the volume projected by
Wyoming Fuels. This discrepancy needs to be fully addressed,
including detailed designs for pond reconstruction;
8. The Water, Waste, and Land study was directed at the old 30 year
old refuse that has undergone weathering and leaching through the
years. It is not applicable to the material processed though the
thickener. The properties and therefore environmental concerns
resulting from this material are not known. Wyoming fuel must
fully address the chemical properties of the material. In light of
the location of Pond 006 on alluvium, the need for lining of the
pond to protect the alluvial and stream water quality should be
addressed.
CMT/ddt
.
1315E
423 Centennial Building, 1373 Sherman Street Denver, Colorado 80203 Tel.
