Section 2: Project Description and Update <br />The Stagecoach Pit is a sand and gravel mine operated by Lafarge West, Inc. Case <br />#PRJ2001-00060 was approved by Adams County on March 18, 2002 and a copy of this <br />resolution is included in Section 3. This Conditional Use Permit approves mining and <br />processing of sand and gravel from approximately 52 acres of property along the South <br />Platte River. <br />Lafarge intends to develop the sand and gravel resource from this site as approved by the <br />County and Colorado Division of Minerals and Geology (DMG). The end use of the <br />property will be a water storage reservoir. It will take approximately five (5) yeazs to <br />complete mining and reclamation of the property. Mining and processing will not begin <br />until early 2007 as Lafarge is currently finishing mining activities at Mann Lake Pit. <br />Lafazge has satisfied the Conditions Precedent for this case and received a Halite to <br />proceed for site preparatory activities from the Planning and Development Department on <br />April 7, 2005. Since that time, Lafazge has completed the following activities at the pit: <br />• Installation of a soil-bentonite slurry wall around the mining cell as required in <br />the DMG Permit. <br />• Stipulation 3 -Acquired necessary right-of--way for proposed street improvements <br />at intersection of 124`h Avenue and Brighton Road. <br />• Stipulation 5 -Approval of a Floodplain Use Permit has been obtained. <br />• Approval of road improvements design by Adams County Public Works and <br />CDOT where required. <br />• Placement of a berm along the perimeter consisting of topsoil and overburden. <br />This berm has been seeded. <br />• Execution of a Cooperative Easement with Urban Drainage and Flood Control <br />District to complete riverbank stabilization along the South Platte River. As <br />stated in stipulation 6, this allows Lafarge a setback of 200 feet from the top of <br />bank. This work should be completed by UDFCD in fall of 2006. <br />• Receipt of a waiver of Stipulation 25 as a minor amendment to the approved <br />Conditional Use on February 8, 2006 from the Planning and Development <br />Director. <br />• Ongoing monitoring of water wells azound the pit as required by DMG Permit <br />• Submitted request for Minor Amendment to extend allowed timeframe for mining <br />operations on April 13, 2006. Response from Planning Department was received <br />on May 12, 2006 stating the appropriate process to accomplish this request is a <br />Major Amendment. <br />• Approval of DMG Technical Revision to revise the reclamation and mining plans <br />on May 17, 2006 (Letter attached in Section 9) <br />At the time this case was approved, Lafarge anticipated opening this mine by early 2003. <br />Originally our plan was to have the neazby Mann Lake Pit substantially mined out prior <br />to commencing mining at Stagecoach. However, the removal of the power lines at Mann <br />Lake did not occur until May 2006. This prevented Lafazge from completing its mining <br />obligations on Mann and has delayed the start of activities at Stagecoach. <br />
