i <br />does not say so it has been my understanding that the request <br />from the landowner to retain the road should have been submitted <br />at the time of the permit application. <br />TOPSOIL <br />Removal: No topsoil was being removed at the time of this <br />inspection. <br />Placement: The current area of topsoil placement is the reclaimed <br />section of the refuse disposal area. By visual inspection of the <br />edge of the replaced topsoil it appears the required depth of 16 <br />inches is being met. <br />Storage: There is a total of 7 topsoil storage piles at the mine <br />and loadout. Topsoil pile M-2 needs to be reseeded on the west <br />side. Topsoil pile M-4 has been active recently and has not been <br />seeded. The permit application states topsoil piles will be <br />seeded if they will not be active within 1 year. The two topsoil <br />piles at the loadout facility have had the containment berms <br />maintained recently and were in satisfactory condition. <br />Substitutes: Although Energy Fuels has completed a study which <br />shows that the refuse material from the mine is superior in <br />overall suitability to that of the available soil, no substitutes <br />are planned at this time. <br />BACKFILLING AND GRADING <br />Contemporaneous reclamation: The only reclamation being done at <br />this time is part of the refuse disposal area. <br />A. 0. C.: Not occurring at this time. <br />Highwall elimination: Not being done at this time. <br />Stabilization: Not applicable. <br />
