The current abatement deadline for this NOV is <br />reclamation plan submittal by January 23, 1997 and implementation <br />of the approved plan by February 22. <br />Based on earlier discussions between Seneca and Division personnel, <br />the Division felt Seneca needed to prepare a stability analysis of <br />the road cut slope along Routt County Road 27A, as part of the <br />reclamation plan. Seneca passed this information on to Mr. Paul <br />Draper, Director, Routt County Road & Bridge. Paul followed up our <br />phone conversation with a letter to me that was copied to Susan <br />McCannon, dated January 2, 1997. <br />His letter states that if in fact a slough did occur, Seneca would <br />be required to clear the material and reestablish the borrow ditch. <br />This has been a requirement by the county even before any <br />disturbance was conducted pertaining to the deadheading of the <br />dragline to Yoast. He also mentioned that the spring will be the <br />most likely time for slides, if in fact a problem would occur. <br />Seneca also contacted our geotechnical consultant, Northwest <br />Colorado Consultants Inc., to discuss this matter. Mr. Brian Len, <br />P.E. felt that if we were to conduct a proper stability analysis of <br />the existing road cut slope, it would be to wait until the spring <br />to obtain more accurate results of what exists in the field without <br />the snow cover on the slope. Therefore, Seneca proposes to wait at <br />the present time and monitor the slope to see what happens this <br />spring with the stability of the cut slope. If a slide should <br />occur, we will immediately contact Paul and Brian to determine the <br />best solution for remediating the problem. <br />Based on the Conditions of Administrative Permit 96-215 between <br />Seneca and the Routt County Regional Planning Commission, we will <br />reseed this slope in the spring. Using our currently approved <br />reclamation plan for the Yoast Mine, we will hand seed the entire <br />cut slope with Seed Mix No. 1B.
