q i 4
INTEROFFICE MEMORANDUM
COLORADO DIVISION OF MINERALS AND GEOLOGY
1313 Sherman S[., Rm. 215
Denver, CO 80203
TO: Aggregate Industries - WCR, Inc., Cooley Reservoir and Fulton Wildlife Area Pit
Permit No. M-1999-034, Adams County
FxOM: Kathleen L. Sullivan, PE
SUBJECT: DIMP Sampling Follow-up, MLRB Order dated July 8, 2003
DATE: 10/22/04
CC: Dr. Harry Posey, CDMG
I was asked to review this file tc assess status of compliance with the referenced MLRB Order
and to respond to concerns raised in a September 27, 2004 letter from objectors Karen and Ralf
Topper.
State Engineer's Office
Status of Substitute Water Supply Plan:
Prior plan expired August 31, 2004. A renewal request was submitted for "Fulton Lakes Pit" and
adding "Jeronimus Pit" (in the SSP request, they have it under iwo names, apparently for different
areas of the same mining permit site). They are part of a combined plan for a number of S. Platte
pits. Approval is held up because of an issue with changing the use of Old Brantner Ditch rights.
The application covers a max ground water exposure just short of 15 acres for the plan year for
the Jeronimus Pit.
NO well permits have been issued for the Fulton or Jeronimus sites. Receipt no. 0510199, for the
permit application was submitted May 7, 2003, but not issued after the prior SSP approval, so no
well permit exists for these pits.
(contact -Joanna Williams)
Well Permits:
Well Permit No. 2455 is designated as the "house" well. It was errantly cited in the board order.
The well actually sampled, at the owner/objector's request, was the "field" well, well permit no.
32883.
Well Permit No. 32883, the "field" well, is limited by this permit to pumping a maximum of 45 gpm,
though the reported yield was 70 GPM at the time of well construction and pump installation on
February 27, 1968. Therefore, the 150 gpm flow rate reported with the collected sample is
unlikely or illegal. This also throws off the calculation of purged casing volumes.
CDPHE -Groundwater
Greg Naugle (303)692-3582
Per an October 7, 2004 telephone conversation with Greg Naugle,
• Sampling for DIMP from a 150 GPM well is a fairly common sampling practice. DIMP is not
likely to volatilize since it is a "semi-volatile" compound.
