MANAGEMENT
My letter to the DMG dated November 2, 1999 responded to abatement step numbers 1 and 2 for
the referenced NOV. I would like to expand on the measures taken by Powderhorn to ensure data
collection and reporting compliance.
Larry Reschke was responsible for data collection and reporting until his departure from Powderhorn
in April 1998. I-Ls departure was sudden and there was no transition period. Two individuals took
over data collection after Mr. Reschke's departure but it took some time to find all of the monitoring
sites. Thus, the lack of data at SWGS-02, 03 & OS for July 1998.
The undersigned is currently responsible for data collection and reporting. The on site CT&E lab
technician collects most of the data under my direction. Powderhorn is currently training an
additional person (Tonya Hammond) to collect this data to provide a smooth transition.
Reporting of data should improve. The main issue was the extent of missing data for surface water
monitoring sites on Rapid Creek and Cottonwood Creek. The revised format for reporting bimonthly
flow measurements at SWGS-02 and 03 will simplify reporting because chart recorders are not
necessary to collect and report this data. The chart recorder at SWGS-01 is operating correctly so
data from this station should be compiled with few gaps in data.
Please let me know if you have any questions.
Sincerely,
~r~~
J. E. Stover, P.E.
Consulting Engineer
