04004 Banks and Gesso, LLC <br />Introduction <br />L.G. Everist, Inc., is presenting this application to the Colorado Mined Land Reclamation <br />Board (MLRB) to amend Construction Materials Regular 112 Permit #M-1999-120. The <br />purpose of the amendment is to expand the permitted area of the existing Fort Lupton <br />Sand and Gravel Mine. <br />This amendment seeks to add nine parcels to the permit boundary, which will increase <br />the permit area by approximately 212 acres. Of that acreage, approximately 165 acres <br />will be mined. The properties to be added are shown on Exhibit C-1. The additional <br />properties will be mined in five phases, and reclaimed to five lined water reservoirs. <br />Mining of the additional properties will add approximately 27-37 years to the life of the <br />mine at a rate of 500,000 tons per year. This rate is subject to fluctuations, however, <br />depending on market conditions. <br />Surrounding land uses are primarily agricultural in nature. However, there are five other <br />DMG-permitted sand and gravel mines within 2 miles of the amendment area. <br />The properties to be added are currently owned by: <br />Gary L. and Gloria A. Swingle; <br />Randall Panowicz; <br />Kevin E. & Rebecca L. Parker; <br />Gomer and Julane M. Hill Living Trusts; (2 parcels) <br />Judy Oakley; <br />Steven Eber and Suzan Folletz; and <br />IL/RM Golden Properties (2 parcels). <br />Each property owner has signed an agreement with L.G. Everist, Inc. to allow their <br />properties to be permitted for mining purposes. These agreements are included in <br />Exhibit N of this application package. <br />The applicant is proposing to bond the amended property in phases, and to leave open <br />the option to line each phase with either a slurry wall or a clay liner until just prior to <br />bonding that particular phase. The applicant will submit Technical Revisions prior to <br />entering each phase for this purpose. <br />Fort Lupton Sand and Gravel Mine - L.G. Everist, Inc.
