We have no objections to this amendment, but clo have
concerns about tl~e quarry operations in general.
The concerns are as follows:
1. The Ft. Collins Soil Conservation District would Like to see
concurrent. reclamation with ongoing mining activities. Along with
aesthetic benefits, concurrent reclamation would help to reduce
the spread of noxious weeds. Field bindweed was observed growing
on the spoil piles on our November 16, 192 site visit.
2. The District would like future spoil piles to have a flatter
slope than existing piles. A slope ofi 2:1 or flatter would be
preferred. Vegetation appears to be reestablishing better in
areas with a milder slope.
3- The District would like to have areas which are not. going to be
mined in the future, identified and reveaetated according to a
defined schedule, It was indicated to the Uiv:sion of Minerals
and Geology in 1987 that 1700 feet at the northern end of the
permit would be reclaimed at that time. In November 1992. it was
indicated to the District that this same 1700 feet would be
reclaimed in December 1992_ This leads the District to oelieve
that there are areas where reclamation could occur,
4. The Clistrict strongly encourages the Divi~cion to raise and
maintain the bond amount at a ]evel guaranteed to cover the cost
of reclamation. The projected life of the quarry is to
approximate]y 207U_ The bond should cover the estimated cost.
of reclamation at that time.
5. The District would like to see Holnam inc. work with Co]~rado
State University or a reclamation sc~ecialist to develop a
technique and cover which will tie well suited t.o t.his ~it.e. To
date, virtually no reclamation has occurred at this site. It is
CONSERVATION ~ DEVELOPMENT - SELF~GOVERNMENT
