STATE OF COLORADO
Roy Romer, Governor
DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WILDLIFE
AN EOUAI OPPORTUNITY EMPLOYER
Perry D. Olson, DirectoC~i~
REFER TO
For Wildlife -
For People
I want to follow up on the Denver Post article of October 6, 1994, specifically as it relates to
state versus federal involvement in mined land reclamation in Colorado. My position as
Director of the Division of Wildlife is clear. Reclamation efforts are the states' -- not the
federal government's responsibility. In much the same way, our agency must address the
threatened and endangered species issues prior to federal government "listing" and the
myriad of complications that come with federal involvement, I firmly believe your agency is
the appropriate one to have the lead on reclamation efforts. Your agency has the technical
expertise, the familiarity with Colorado issues and the working relationships with other
agencies (including ours) to be successful with this effort. We are still committed to and feel
it is important to work on the reclamation process for the benefit of Colorado and the
agencies involved.
If our agencies differ in how the reclamation is carried out, as they might, let's focus our
energy on resolving [hose differences, not abdicating our responsibilities to the federal
government. Perhaps the Wildlife Commission needs to meet with your Board to discuss
these issues? I would be happy to coordinate such a meeting.
Again, I have full confidence in your agency and with the process here in Colorado with
regard to reclamation efforts. I look forward to meeting with your board in the near future
to further address this issue.
cc: Jim Lochhead
Mined Land Reclamation Board
DEPARTMENT OF NATURAL RESOURCES, James S.
