The Division's ability to <br />enforce was not significantly impaired, but all required records <br />were not readily available for review by the public. <br />Fault <br />The violation was not unavoidable, but given the circumstances it <br />would appear that Mr. Lewicki had provided the necessary documents <br />for filing in a location approved by the Division, and had made an <br />effort to insure that such records were properly filed during his <br />monthly site visits. Records had been properly maintained at the <br />site during the past year, using this approach.
