Irrigated hayland production success will be demonstrated when the <br /> production mean based on sampling is not less than 90% of 1.84 tons per acre, <br /> with 90% statistical confidence. Alternatively, success will be demonstrated <br /> when production based on total harvest (1" cutting) is not less than 90% of 1.84 <br /> tons per acre. <br /> The success standard for irrigated pasture areas is a technical standard based on <br /> the same combination of landowner estimates, production records, and NRCS <br /> evaluation as described for irrigated hayland. The standard for irrigated pasture <br /> is 1.5 tons per acre/year, for I" cutting production. Irrigated production success <br /> will be demonstrated when the production mean based on sampling is not less <br /> than 90% of 1.5 tons/acre/year, with 90% statistical confidence. Alternatively, <br /> success will be demonstrated when production based on total harvest (I"cutting) <br /> is not less than 90% of 1.5 tons per acre. <br /> The success standard for dryland pasture areas in the New Horizon Mine 2 area <br /> will be based on comparison to herbaceous production in the dryland pasture <br /> reference area, which was approved in 2000, in conjunction with PR-05. Success <br /> will be demonstrated when production based on random sampling within the <br /> bond release parcel is not less than 90% of the dryland pasture reference area <br /> mean, with 90% statistical confidence. <br /> 3. The success standard requirements for species diversity, seasonal variety, and <br /> woody plant density on all three proposed end land use types will be waived since <br /> post-mining land uses will be pasture and hayland. <br /> The Division proposes to approve these standards. <br /> F. The Division has already approved of the reference area used for the New Horizon 1 <br /> area which the applicant has selected based on the requirements of Rule 4.15.7(3). A <br /> new reference area, established and initially sampled in 1999, is approved for <br /> determination of revegetation success for New Horizon 2 dryland pasture reclaimed <br /> areas, in association with PR-05. <br /> G. The reference areas will be utilized to determine revegetation success in a manner <br /> which the Division finds acceptable 4.15.7(4)(a). <br /> V01. Post-mining Land Use <br /> A. The land use within the New Horizon Mine 1 area is predominantly wildlife habitat. <br /> The remaining area has been designated as rangeland and dryland pasture. <br /> 29 <br />
