Letter to Andre' Douchane
TR-007 Partial Adequacy Comments
page 2

As currently constructed, the H2OZ distribution lines will
dispense the reagent just below the water level. ~'he Division
is concerned that there may need to be a mechanism in place to
distribute the reagent to deeper levels in the ponds. Please
revise the plans for the distribution lines, or provide
evidence that the H2O2 will disperse to lower levels of the
ponds without such mechanical aid.
4. From the field inpsection it appears that the Hzo2
distribution lines will not be maneuverable when the ponds ice
over. The Division understands that BMG intends to have
installed the Inco SO2 system by early winter, and thus the
need for HZO2 will diminish. Meanwhile, BMG should state in
the TR what will be done if the SO2 system has not been
installed by the time the ponds ice over.
We are aware of BMG's desire to expedite the revie'd of TR-007. For
that reason we are forwarding the Division's partial comments.
However, the Division is awaiting the submission of comments
regarding T.R.-007 by the other parties. The Board directed the
Division to allow ten days for comment by the parties concerning
all abatement related revision applications submitted by BMG. Your
cover letter indicated delivery of TR-007 to the parties as of
June 1, 1992. Therefore, the parties have until the close of
business on Thursday, June 11, 1992 to submit technical adequacy
comments regarding TR-007. We will immediately forward any and all
such comments received to you for your response.
If you have any questions or need assistance, please contact the
Division.
Sincerely,
Harry H. Posey
Reclamation Specialist
