The first step in the abatement process is to conduct <br />an analysis of stability and function of all four sedimentation <br />ponds of binwall construction and submit the findings to the <br />Division with proposed remedial actions. <br />On May 16, 1995, the four binwall embankments were inspected by <br />this office. The following items were visually checked on each <br />dam: <br />1. Checked for deformation i[T individual steel bin wall <br />members. None noted. <br />2. Checked for deformation of the bins in general. None <br />noted. <br />3. Checked for erosion around the spillway aprons or around <br />the dam that might undermine the dam. None noted. <br />4. Checked for water leaks through the dam that might <br />indicate piping out of dam material. Although the dams <br />leak, there is no evidence that any appreciable amount of <br />the dam material has been piped out of the dam. <br />Based on the above inspection the dams are considered stable. <br />Therefore the stability analysis contained in permit Volume 8 is <br />
