D'!9510!`1
CUIU. Ud,n. of Idalwai Re~DUrces
Reference is made to NOV C-84-077 as modified on May 23, 1984.
Step 3 in the modified NOV requires that a plan be submitted
to temporarily stockpile "underground development waste" at
the Mt. Gunnison Mine. In accordance with that order, West
Elk Coal Company (WECC) proposes to temporarily stockpile
underground development waste in the area immediately east of
the Mt. Gunnison No. 1 Mine portals as shown on the attached
map. WECC proposes to stockpile underground development waste
in this area until such time as the material can be disposed
of in the area described as the upper waste rock pile in the
Mt. Gunnison Mining and Reclamation Plan or until other
appropriate disposition of the material can be arranged.
(Step 4 to the modified NOV requires that WECC submit a
technical revision addressing final disposal of "underground
development waste" by August 13, 1984.)
As you recall, the area herein proposed for temporary storage
of underground development waste was the subject of a permit
revision to allow for the construction of a mine equipment
storage pad composed of underground development waste. WECC's
March 22, 1984 response to the MLRD's adequacy letter of
February 14, 1984 addressing that permit revision describes
the area under consideration and is thus incorporated by
reference into this proposed plan.
WECC proposes to temporarily stockpile up to 10,000 cubic
yards of underground development waste at this location. The
area was previously disturbed, thus no removal of vegetation
or topsoil will be required. Sediment control for the area
above the pile will be as described in the above-referenced
March 22 application except that the ditch to the existing
drainage system will be lined with Visquene plastic as
necessary for erosion control. Sediment control for the
temporary storage pile will consist of the existing drainage
AN<CONDA Mmenn Lom piny ire Oiriuon o~ Plbnu[R ¢nlielO LOmp~nY FMLO-60DD-4 ,B-6])
