The application cannot be approved until the following issues are adequately <br />addressed. Please submit a response to the following issues as soon as possible, but no later than March 29, <br />2006 so the decision due date set for April 9, 2006 can be met. If you cannot respond by March 29, 2006 <br />please submit a written request for extension of the decision date. If your response, or an extension request, <br />are not received by March 29, 2006 this application may be denied. <br />ADEQUACY ISSUES <br />Exhibit C -Pre-mining and Mining Plan Maps <br />1. Please verify that Exhibit C maps show all utilities as required by Rule 6.4.3 (b). <br />2. Please verify that Exhibit C maps clearly identify the proposed affected area boundary and the <br />proposed excavation area boundary as required by Rule 6.4.3 (d). Currently, the area west of the <br />110c permit boundary, that has been affected by mining, does not have a clear affected area (or <br />unit) boundary around it. <br />3. The map shows Unit 11 as all area within the permit boundary that is not designated by the other <br />phases. This extensive area identified as affected area results in several permanent manmade <br />structures, including utilities, within 200 feet that have not been properly identified per Rule 6.4.3 <br />(b). Please revise the application accordingly. <br />Please show and label the location of topsoil/overburden stockpiles. The site has far more <br />overburden than originally reported. Please ensure adequate storage for this material is allotted <br />to stockpile locations on the map. <br />5. Please show the proposed sediment control features for the mining phase on the corresponding <br />map and document that they are adequately sized and constructed to handle anticipated <br />stormwater flows.. <br />6. The December 12, 2005 inspection of this site noted an overburden pile extending down the <br />drainage and outside the 110c permit boundary at the corner on the south side of Unit 5. The <br />proposed affected area boundary in the 112c conversion application does include this area in Unit <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
