The total area to be fertilized is approximately 16 acres. <br />Seeding and fertilizing will be completed after the overburden and topsoil is <br />replaced, smoothed to conform to the existing topography and disked. Optimal <br />periods of seeding are in the fall (after November 1st) or in the spring from late <br />March up to April 30th. Mulching will not be completed as the quality soils and <br />availability of water should facilitate the rapid establishment of perennial grasses. <br />Following revegetation, weed management strategies will be implemented to <br />facilitate and achieve native grassland. Years 1 thru 5 following revegetation will <br />include an aggressive mowing program to prevent the growth and establishment <br />of weeds, specifically, the eight noxious weeds recognized by Larimer County: <br />Canada thistle (Cirsium arvense), Dalmation toadflax (Linaria dalmatica), diffuse <br />knapweed (Centaurea diffusa), leafy spurge (Euphorbia esula), musk thistle <br />(Carduus nutans), Russian knapweed (Centaurea repens), spotted knapweed <br />(Centaurea maculosa) and Yellow toadflax (Linaria vulgaris) as mandated by <br />Colorado State Law (35-5.5CRS1990, 1996). <br />WATER <br />The proposed ponds as shown in EXHIBIT F -RECLAMATION PLAN MAP total <br />approximately 20 acres of un-lined pond surface area. The reclamation plan <br />given herein will not line the ponds and therefore evaporative loss due to <br />exposed groundwater will create an impact to the Big Thompson River historic <br />flows. For the purpose of offsetting injury to the stream, a temporary substitute <br />supply plan (SWSP) has been approved by the State Engineers Office (SEO) <br />and will continue to operate until a permanent augmentation plan has been <br />developed. The lease agreement between Coulson Excavating Co, Inc. <br />(Coulson) and the landowner provides that 20 shares of the Hill and Brush Ditch <br />(-294 acre-ft/yr) are to be made available for gravel pit augmentation.
