Comment: <br /> <br />Exhibit C must clearly portray the existing mine dumps, <br />borrow pits, gravel pits, etc., and the expected final con- <br />figuration and extent of these surface disturbance activities. <br />Cotter Response <br />The gridded sections that appear on Exhibit C are the <br />existing configurations. The expected final configuration <br />of the dumps are shown on the revised Exhibit C and on <br />Exhibit F, Reclamation Plan Map. The borrow pit which is <br />a gravel pit, is depicted on the revised Exhibit C. A; <br />stated in the amendment, the borrow or gravel pit eventually <br />will be covered by the east waste pile. <br />D.1. Comment: <br />It is stated that "the Schwartzwalder mine will npt, for <br />the remaining life of the mine, directly cause any sur.Eace <br />disturbance (including subsidence) on the affected land. All <br />surface disturbances on the affected land are the result of <br />support facility construction and use." Please addres:a the <br />subsidence issue in greater detail for the period aft e;: the <br />mining operation is completed and there is no further ~~ro- <br />duction. Also, please note that the above statements sire <br />partially incorrect as mine adits, boreholes and waste dumps <br />can hardly be considered support facilities, they are pan <br />integral part of the mining operation. The Schwartzwa:Lder <br />mine does directly cause surface disturbance. The second <br />sentence should either be modified or eliminated from i:he <br />text. <br />Cotter Response <br />The last sentence of the first paragraph on page D-1 <br />no longer appears in the revised text of the amendment appli- <br />cation.
