~LAFARG E <br />NORTH AMERICA <br />Construction Materials <br />3 MITIGATION <br />3.1 Trigger Points <br />The groundwater mitigation plan will be triggered when two consecutive monitoring events <br />indicate that the groundwater level has dropped two (2) feet or more below the seasonal water <br />level for that period, as determined by baseline monitoring data, or when any single monitoring <br />event indicates that the groundwater level has dropped two (2) feet below the seasonal low, as <br />determined by baseline monitoring data. <br />If a trigger point occurs, an impartial groundwater expert will perform an analysis and submit a <br />written report to the Division and potentially impacted parties within thirty (30) days. The <br />analysis and report will determine the cause of the impact and the mitigation required. <br />3.2 Proposed Mitigation Measures <br />One or more of the following mitigation measures will be used to alleviate off-site groundwater <br />impacts. The exact measure or combination of measures will be determined by the Division, in <br />consultation with the operator, potentially impacted parties, and the impartial expert. The <br />operator shall pay the cost of mitigation. Mitigation measures will be implemented in the <br />following order, as necessary, to alleviate impacts to off-site wells: <br />• Delivering water by pumping and piping or by a drain system <br />• Deepening of impacted off-site wells <br />• Construction of new well or wells <br />• Delivery of replacement water by: <br />o Pumping dewatering water to the affected party(s) <br />o Pumping from the on-site wells <br />o Delivery from the Brighton Ditch shazes controlled by the operator <br />o Other sources as may be required <br />The impartial analysis will continue until the cause can be determined or the relative impact of <br />the mining operation can be calculated.
