Given this pattern, combined with King <br />Mountain's failure to post a financial warranty and to, submit the annual reports and pay the required <br />fees, .and -the detrimental impact the proposed gravel pit expansion will have on all of the interests <br />identified by the legislature as requiring protection, the Boazd should deny King Mountain's Permit <br />Conversion Application. _ <br />C. Conclusion <br />The Board does not have jurisdiction to take any action with respect to the Permit Conversion <br />Application filed by King Mountain. Further, King Mountain's proposal has serious economic; <br />environmental, conservation and other ramifications for Routt County, and its property owners fot <br />yeazs to come.
