Exhibit Page 41 <br />TRAFFIC AND TRANSPORTATION <br />Materials mined and processed at the Hay Camp Pit (Combined) will be transported by <br />truck to plants or construction sites for further processing and use. <br />ROUTES <br />Based on anticipated markets during the life of the pit, 98-100% of all traffic will travel south and <br />west on County Road S to Highway 184, and then to Dolores, Cortez, Mancos and rural <br />destinations. As the County is a user of the pit, the use of County Road S is assured. <br />TRUCKS <br />A variety of trucks will be used to haul materials from the Hay Camp Pit (Combined), including <br />single dump trucks, semi-dump trucks, and trucks with pups. Most commonly used will be <br />dump trucks with pups. Average haul for all vehicles will be 25 tons per vehicle. All trucks are <br />properly permitted for highway use and meet weight requirements for county and state <br />highways. All drivers have CDL (Commercial Drivers License) if required for the vehicle being <br />operated. <br />TRAFFIC COUNTS AND SCHEDULES <br />Based on average production and haul days, the traffic counts are estimated as shown in the <br />table below. Haul days available may vary from year to year, based on weather conditions, <br />road conditions, and truck availability. Watering of roads will <br />not generally be used, due to the extreme lack of water on site and the need to haul water <br />several miles to the site. When hauling material less than Y<-inch, haul trucks will be controlled <br />to prevent dust, including tarping (chemically or physically) in accordance with state and local <br />requirements. If necessary, hauling will be curtailed during extreme high wind conditions. <br />s Based on an average of 25 tons per vehicle, for planning purposes. <br />~ Based on average 1-hour round trip and average 10-hour day, for planning purposes. <br />
