Both of these options would cause significant <br />environmental disturbance. <br />In review of this information, it is Basin's opinion that the <br />railroad crossing should not have been included in the diversion <br />design since it was an existing downstream structure and not part <br />of the channel which was relocated. Therefore, Basin requests that <br />the requirement to pass the 100 year 24 hour storm event through <br />this culvert be eliminated.
