The modification of NOV C-93-103 was written
as a result of the assessment conference held between the Division
and Western Fuels-Utah on August 31, 1993. Violation C-93-103 was
modified to delete the portion of the NOV which states:
"Failing to place excess spoil material in a controlled
manner and concurrently compacting as necessary to ensure
mass stability and prevent mass movement."
During the assessment meeting on August 31, 1993 Western Fuels-Utah
revealed in the permit documents that "experience with the refuse
has shown that more than one sub-area must be used at a time to
allow drying of the refuse prior to compacting in lifts". Based on
this information the Assessment Conference Officer recommended to
vacate part of the violation mentioned above.
If you have any questions, please do not hesitate to call.
Sincerely,
•~

Erica S.
