Lang <br />Division Director <br />RE: Bulldog Mine, File M-77-215, Technical Revision No. 7, Stipulation No.s 1 and 2 Tracer Injection and <br />Detection Monitoring Plan and Water Quality Monitoring Plan <br />Dear Mr. Cox: <br />The Division has determined that the tracer test plan dated May 20, 1998 is acceptable with the following <br />conditions: <br />1 . Homestake Mining Company leaves fresh charcoal sampling packets at each tracer detection sampling <br />location, after the final scheduled tracer detection sampling has occurred. The Division may require, <br />at any time during the life of this permit, that those packets be collected and sampled for the tracer. <br />2. Place the springs, located at the toe of the 9360 waste rock dump, on the tracer detection sampling <br />list with the same monitoring frequency as the Windy Gulch Weir. Collect one characterization <br />sample from each spring with the same sample parameters as currently used for the mine water <br />discharge. <br />3. If the tracer is detected at the Windy Gulch weir location, the Division of Minerals and Geology will <br />immediately notify the Colorado Department of Public Health and Environment (CDPHE). The CDPHE <br />will be responsible for determining if the resultant discharge to surface water will require treatment. <br />4. The Division of Minerals and Geology reserves the right to direct Homestake Mining Company to open <br />the 9360 adit seal valve, should conditions warrant, if the tracer is detected at the Windy Gulch weir <br />location or in the vadose zone piezometers. Based on the current water quality of the mine water <br />discharge, the Division would not approve use of the infiltration trench or the land application <br />evaporation system if the valve is opened. Homestake Mining Company must be prepared to use <br />alternate methods to prevent discharge of untreated mine water, to Windy Gulch, while conducting <br />their tracer test evaluation. <br />If you have questions or need additional information, please contact me at our Durango Field Office, 484 <br />Turner Drive, Building F, Room 101, Durango, Colorado 81301, phone no.
