12. I need to have hydrologist review this. Also, 1 believe that Pond 4 at the North Portal Area may <br />necessarily be removed during the course of reclamation grading. I will look into this. If so, we <br />will need to have operator address poslgrading sediment control for that site as well. May address <br />this within midterm review. <br />Note that the big minewater discharge permanent plan will be submitted within a separate revision at the <br />end of [his month. The Quaker Coal official I talked to says he wants no part of some future "blow out", <br />due to experiences the company has had back in Kentucky. So I think their submittal will entail reopening <br />of the Northwest Intake Portal, and installation of a large diameter gravity flow discharge. <br />There aze some additional reclamation issues which have arisen since we wrote the "Revision Order" letter, <br />including source of refuse cover material for the old Roadside Refuse Pile, and postgmding drainage <br />control plan for the South Portal Facilities area (Stover has stated that the current plan is not workable). <br />These issues I plan to address within the midterm review. <br />
