(BMRI) in fulfillment of Abatement Requirement #8 0~ their <br />April 1992 NOV Order. Briefly, the MLRB's Order required BMRI to <br />reevaluate the tailings chemcial constituency, in order to determine hether <br />the excursion from permit cyanide standards had resulted in a Chang in the <br />tailings character. If the anticipated chemical constituency of the tail ngs <br />and interstitial fluids were to change, it might necessitate an amend ent to <br />the final reclamation plan for the tailings pile. <br />1 have also had an opportunity to review the comments forwarded b}~ the <br />Peoples Alternative Energy Services (PAES) and Harry Posey. i will <br />comment regarding their observations in my comments below. <br />The task presented in Abatement ~8 relates largely to the geochemic~l <br />discipline. Because my professional expertise is in the geotechnical <br />discipline, I will limit my comments to my personal areas of expertise. <br />Sample Collection <br />BMRI expressed a strenuous concern regarding the possibility of puncturing <br />the liner during the attempt [o sample the tailings. The Division agre~d with <br />their concern. BMRI intended to limit any borings to no closer than fi a feet <br />to the liner. In addition, BMRI sampled the tailings using hand auger ng <br />equipment to avoid the possibility of a mechanical drilling mishap damaging <br />the liner. The Division agreed with all these concerns.
