Long <br />Division Dve<mr <br />FROM: Joe Dudash ~ D <br />RE: Trinidad Bas n Mining Company, Trinidad Basin Mine, <br />Permit No. C-81-048, Unpaid Civil Penalties. <br />At your request, I examined whether Mr. Vance Mills, owner of the Trinidad <br />Basin Mine, has any unpaid civil penalties other than the $8,350 he owes from <br />civil penalties incurred in 1992. Apparently, $2,400 is still owed from three <br />NOV's in 1986. <br />According to the files for NOV's C-86-068, C-86-069, and C-86-073, penalties <br />of $850.00, $850.00, and $700.00 respectively were upheld. In a letter to Mr. <br />Mills, dated March 31, 1987, the Division requested that the penalties be <br />paid. In a memo from Randy Price to Diana Knode, dated July 13, 1987, the <br />request was made to turn the matter over to Collections. There is no further <br />record in our files of whether Collections was contacted by the Division, nor <br />is there verification of the civil penalties being paid. <br />On March 9, 1993, at my request, Barbara Chiappone of the Division called <br />Collections. According to Barbara, she was told that Collections has no <br />record of the Division requesting Collections to pursue this matter, nor any <br />record of payment being received. <br />JDD/amm <br />6628E <br />
