Barra <br />Drnsion Director <br />Enclosed please find a proposed Settlement Agreement for the above cited <br />Cessation Order. This proposal is based on the assessment conference held in <br />Walsenoerg on March 13, 1990. In attendance at that conference in audition to <br />you and me was Michael Savage representing the Division. Since this case has <br />already gone to the Board, and they issued a Board Order different from the <br />decision in this proposed settlement agreement, do not sign this form. The <br />Board Order will take precedence over the Settlement agreement. <br />This conference was held in Wallenberg because Mr. Wiggins works six days a <br />week and it would nave been very difficult to arrange a conference in Denver. <br />Furthermore, he did not request an on-site hearing which is generally <br />conaucted for mining without a permit.
