- <br />C-81.008: TR-28. Memo: Ham Rannev ^B2 <br />determination in October 1992 that there was "no prime farmland within the boundary of <br />the proposed mine." Mr. Stindt determined in 1992 that no prime farmland resource areas <br />existed in the New Horizon #2 mine permit area based on the lack of an adequate and <br />dependable water supply. Additionally, the area had considerable prairie dog activity. <br />Prairie dog activity indicates that the area is dry and has not been irrigated. Also, the <br />NRCS (at the time SCS) soil survey at an Order III level of detail did not identify any soil <br />mapping units as being potential prime farmland in the Nucla area. NRCS mapped this <br />area as Progresso loam. Progresso loam is not considered potentially prime farmland by the <br />NRCS. <br />I queried both Mr. Stindt and Mr. Lair if there was any additional steps the Division or <br />NRCS needed to take to de-classify the D70B mapping unit as prime farmlands at the New <br />Horizon mine? They both affirmed that this decision was appropriate at the NRCS District <br />level and that the NRCS never had considered this area as having prime farmlands, so <br />therefore did not need to be de-classified. <br />m: \coal~jhb\C81008tr.28a <br />
