III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II-W mine site. The weather was clear <br />and warm. Some damp areas were evident due to the heavy weekend rain and <br />snow. No coal was being trucked from the mine. According to Mr. McColluh, the <br />dragline has been down several days for maintenance and repairs. The auger was <br />operating in lower Pit A. Coal from the auger operation is being stockpiled in the pit. <br />Greg Kitchens has taken over as the Operations Superintendent. <br />Records <br />Records were checked at the Seneca No. II office. All records were up to date. A <br />copy of the records checklist is attached. <br />Roads <br />Roads were mostly dry and well maintained. Evidence of the recent precipitation <br />was apparent along Haul Road H where the outside drainage ditch needs repair. <br />Construction has begun on Haul Road I and is well underway. Topsoil salvaged from <br />this road is being hauled into Stockpiles J and UU. A small pile of salvaged topsoil <br />was left near the east end of the road bed that will be respread adjacent to the <br />road shoulder once construction is complete. <br />The access road to Pond 016 has been constructed. <br />The tie-across haulroad is in good condition and well maintained. <br />Hvdrologic Balance <br />All sediment ponds were inspected. Pond 005 was not discharging; the water level <br />was a couple of inches below the outlet. Pond 006 was discharging. The trash rack <br />has been installed on the outlet. The B-pit pre-settling basin that drains into Pond 006 <br />had only a small puddle of water in it and the water level was several feet below the <br />discharge ditch. The water level in Pond 009 was several feet below the spillway. <br />Water was discharging from Pond 015. <br />Construction of Pond Ol b started in early August and the pond is fully excavated. <br />The embankment has been constructed and the primary spillway installed. Rock is <br />being hauled in for the emergency spillway. The water level in the pond was several <br />feet below the primary spillway. A silt fence was installed in the drainage below the <br />construction area to capture sediment during the construction phase. <br />Topsoil had been salvaged from the hillslope in the northern part of the pond 016 <br />drainage area. The area from which topsoil was stripped is. approximately 4 acres. <br />
