In accordance to the Mineral Rules and <br />Regulations, as well as my understanding of the accepted procedures for <br />this type of application, I am submitting a narrative with supporting <br />documents and maps for this revision as it pertains to the feasibility of an <br />exchange of areas to be mined within CAI property. <br />Exhibit "1" is a map of the present permitted areas, Exhibit "2" is a map of <br />the proposed technically revised area. CAI desires to exchange Parcel A <br />and Parcel C for Parcel E as identified on Exhibit "1". Neither Parcel A nor <br />Parcel C has been disturbed or affected by any type of mining or man <br />related activity. We wish to accomplish two goals: (1) divest ourselves of <br />the responsibilities of Parcels A and C which are owned by others; (2) allow <br />CAI to continue mining in a northwest direction following the best reserves <br />on our own property. <br />This revision will not alter the mining, reclamation plans, or bond with the <br />exception of the northwest mining direction. The number of permitted acres <br />remains substantially the same or less. The haul road, stockpiling areas, <br />support areas will remain essentially unchanged. This exchange is likely to <br />enhance the area by leaving Parcels A and C in their natural state and <br />ultimately create a lake for possible recreational use on the flat unusable <br />Parcel E. The final disposition of the post-reclamation area is intended to <br />be as described in the original reclamation plan. <br />Parcel E is approximately 14.7 acres, and we propose to exclude the <br />northern 3 acres to ensure that we do not exceed the total acreage of <br />Parcels A and C (11.9 acres). Parcel E is within the corporate city limits of <br />the City of Rifle. ~n August 13, 1992, the City of Rifle issued a conditional <br />use permit to CAI which required a public notice and hearing to ad,ioining <br />property owners and other interested citizens. We, therefore, request that <br />the "normal amendment public notice process" be waived. <br />
