The Operator is advised to gain DMG approval of a pit <br />lining plan prior to initiating liner installation if the intent is to eventually file fora 20 percent bond. <br />List of Deficiencies in the Current Plan <br />1. The submittal from Rollin Consulting dated 2-15-02 states that the maximum loose lift thickness for the clay <br />liner will be 3-feet. The DMG will not accept loose lifts greater than 1-foot under the regulated construction <br />option, and recommends that loose lift thicknesses not exceed 9 inches to assure uniform compaction. Please <br />review page 9 of the Lined Pit Guide under the heading "Compactive Energy." <br />2. On page 5 of the Terracon report it is stated that "construction requirements outlined by the Division of <br />Minerals and Geology should be followed." If, by this statement, the Operator is willing to commit to the <br />example plans, specifications, and construction quality assurance protocols on pages 8 through 12 of the Lined <br />Pit Guide, the DMG would only require that the following x items be addressed to gain approval and be assured <br />eligibility for the 20 percent bonding option once sections of the clay liner aze installed. (Note that by <br />committing to follow these pages of the Lined Pit Guide, the Operator will have resolved the lift thickness <br />issue, since the example lift thickness in the Guide specifies 9 inch minus lifts}. The Operator is advised to <br />review the Lined Pit Guide carefully to assure that the example plans in the Guide will work with this proposed <br />operation. As the preamble in the guide emphasizes, the Guide is not intended to serve as a Standard <br />Specification. <br />3. The Applicant must provide a statement that the plans and specifications, once approved, cannot be altered <br />without DMG consent. <br />4. The Applicant must provide the DMG with an approximate schedule for construction of the clay liner so that <br />inspections may be scheduled at appropriate times during the installation: <br />5. The Applicant will be required to provide a construction report detailing the installation of the liner, describing <br />any problems that occurred, and listing the results of testing that was conducted under the approved <br />construction quality assurance plan.
