STABILIZATION
Establishing an effective cover equal to or in excess o 10-25% is
mentioned. What constitutes effective cover? Is that live
vegetative growth or live vegetative growth plus litt r? Please
explain. The concept of a cover standard is addressed in further
detail later in this letter.
ESTABLISHMENT OF GRASSES
A commitment should be incorporated that any mulch us d on site
will be certified noxious weed free.
TREE AND SHRUB ESTABLISHMENT
The application proposes a planting density of 240 tre s per acre
with additional shrub seeding to occur in concert with this
activity. The trees proposed for this activity are pond rosa pine,
pinon pine, and Rocky Mt. juniper. The Division propose that some
additional bare root or containerized shrubs be included in the 240
trees per acre such as chokecherry, skunkbush sumac a mountain
mahogany. In addition, some limited irrigation of these
transplanted species during the first growing season, especially
during initial transplantation, along with the use of
polyacrylamide should increase survivability.
GRASS SPECIES REVEGETATION MIX
The proposed grass species list is acceptable with the e ception of
the cool season mix which seems to be heavy on t e crested
wheatgrass and smooth brome. A suggestion would be to r duce both
of these species to less than 10% each of the tota mix and
substitute with mountain brome, bluebunch or thickspike w eatgrass,
and Indian ricegrass.
If sumac, chokecherry and mt.mahogany are not utilized a bare root
transplants, they should be added to the shrub mixture.
EXHIBIT F-RECLAMATION PLAN MAP
As previously mentioned, a typical final topography cro s-section
and plan view should be developed for inclusion in this
application. Also, a registered survey will be required as stated
in stipulation No. 1. Upon proper demonstrations of ther land
uses that would require alternate reclamation treatm nts, the
Division may release various portions of the quarry for uch uses.
Unless roads are an integral part of the post-mining la d use and
are requested to be kept by the landowner, all roads that have been
in support of the mining operation shall be considere affected
land and properly reclaimed.
As was previously discussed, a maximum disturbed acre ge, which
includes all lands currently used in the mining process lus lands
